I like this term as it alludes to having sufficient resources (if prudent) to provide the basics for living (food, water, shelter, recreation).
I contrast this with the notion that people are poor just because others around them are richer - i.e. if the average Australian could take his house, food etc to the Philippines he is wealthy, but if he goes to Dubai he is declared in poverty.
The term was used in the Harvester Judgment of 1907 where Judge Higgins ruled that remuneration "must be enough to support the wage earner in reasonable and frugal comfort".
